I know it might be from some addon, but I have no idea which one. So if anyone knows how to stop scopes from moving and be pretty still again, I'd appreciate the help.

Every time you wanna scope pause the game, go to options, mouse and set the sensitivity to 0.0000000000000000000001

Learn to no-scope.
