I know that Garry banned some people that hacked Gmod but does this mean that players can still hack?
Yes, but they will most likely be banned sometime in the future.
So Garry randomly checks for hackers? If so that's a good way to keep this game clean from hacking.
If they hack, a report is sent to Garry. Bans are then hardcoded into an update.
My anticheat last detected a ban a couple hours ago so yes.

His cheat detection shit is no obstacle for anyone skilled. Anyone can cheat right now, it's really easy.

People develop hacks, then we develop anticheats and ban the hackers. Then they develop new hacks, then we develop better anticheats. It's an endless game of cat and mouse. That being said, if you hack, you WILL be caught. The question is only when.
Garry's AC only works on public hacks and bypasses.
Every game is hackable...

Garry's ban only managed to defeat people using very public cheats that used very public and sloppy methods. The only people he stopped were developers who c+p'd cheats together and cheaters who couldn't afford the 2.50 cents to buy a new copy of gmod. Cheating is still very easy, and garry does not have the skill necessary to stop it.

It's just that the majority of people use private hacks, which then decreases their chance of being VAC banned as Valve won't really give a shit unless it is a major threat to their community (BaconBot, SethHack). Either way, people will bypass VAC again to update their hacks. As for bypassing VAC bans, I'm sure some lowlife would happily donate an account and a copy of Garry's Mod in exchange for the hack.
There is VAC of course, but that is done by valve, Which really wont work well against hacks unless its a major threat. Now GAC ( GARRY ANTI CHEAT) on the other hand was designed to detect hacks that are much more harder to detect. Be careful what you open when you're playing Garrys mod , open up the wrong program and you're screwed.

Since all you're doing to force that cvar is editing memory, you could, in theory, loadlibrary whatever dll that cvar is located in into a remote process, use a signature or api functions from the dll to get the location of the cvar's value, and then use WriteProcessMemory to edit it. I could probably also externally hook RunString by getting it's vtable location, and editing RunString's entry with a some function a codecave. Anyway, you can't just "stop injectors". If public injectors get banned (like winject, which I'm pretty sure got banned because of window/process name, similar to ollydbg), then people will make their own. If theirs get banned because garry hooked loadlibrary or something, people will use other methods like manual mapping.
You can never stop hackers. It's our job, however, to make their lives as miserable as possible. A good example was Garry's simple "antipirate" thing for gmod that would give pirates a generic looking error, they then would come here, and we would humiliate them.

Awhile ago, someone rooted one of valve's servers, resulting in some drama and then ultimately a leak of the 2007 source. That's got the full source code for the 2007 source engine for multiple games, and can be found publically.
