Petrol mod installation : what file do i put it under?

the title basicly says what I need but i'll put it again. I installed petrol mod (I have lS2) and i put it in addons, but instead of going under Life support it went in "tools" and I can't spawn anything, the menu is blank! I know I'm doing something wrong, I think i put it in the wrong file so could someone tell me where to put it.
