He appears to work for a government in another dimension. Its not as if he's a human, he controls time to an extent and can open portals for himself.
I don't know if he should be classified as good or bad...he seems set against the Combine, and he also reactivated a thermonuclear device in Black Mesa that eradicated the area. Perhaps Episode 3 will reveal more of his identity. :/

Personally I think he's an agent for a higher power in another dimension/planet ect. Gordan Freeman was obviously seen as a useful asset and they use him to "Do their dirty work" I don't think The Gman is directly against the Combine, I think he would remove them completely if he needed to. He may be somehow trying to take all the useful assets from Earth, or be trying to keep the human race alive, like in Ep2 where he gets a warning to Eli through Alyx.

As you can see in this TV slide show, there seem to be too many Half-Life references in it. I mean for real life, that one guy sounds and looks like Eli Vance, it probably was. That first guy with the gear is like a cross of Kleiner and Gman.
