If there are high voiced adults? What they can do for their voice? Sometimes too low voice is more annoying than high voice.
It's up to the clients connected at the time. If the majority don't want you talking, you won't talk.

Updated again. Added our list of banned SteamIDs. These people were (Most of them, anyway) banned for spamming props or actually crashing the server.
Well, after a hard drive failure, I've managed to re-install and re-configure the server. Also note that the IP changed.
