Game launch and spawn menu problems

I am kind of new to gmod, but I know enough to know that these problems aren't normal. Ever since I downloaded gmod, my "q" menu has been very odd. For example, at the bottom of the NPC spawn tab, there is no list of weapons, forcing me to use the console when playing singleplayer. Also, since the last update, the "q" menu had re-aligned itself in such a way that only 1 column of props can be viewed.
I also want to know how I can make it so that when I launch the game, it doesn't go fullscreen. The reason being that my desktop won't allow fullscreen games, and will shut them down and throw an Error Report Submission window at me.
