Multiplayer FPS Lag? Awkward. - Garry's Mod

Hello! I have played GMod for quite a long time (back when it was free) and have never had any real problems that I couldn't self-diagnose and fix. Sadly that is not the case now. I have recently updated my OS to Windows 7, 64bit and now have developed an issue with GMod. All of my other Source games run flawlessly at 100+ FPS and no hiccups. GMod also runs perfect at 100+ while offline in single player OR in an empty online server. As soon as someone joins the server, I begin getting FPS spikes. There could be ZERO props out but as soon as someone joins the server I begin fluctuating in FPS tremendously (120 FPS 1 second, Down to 10 FPS, Back to 120, Down to 16, so on, every second or less). I have completely uninstalled Steam (Down to the core folder in Program Files) and installed only HL2, CSS and GMod, yet the problem persists. are you sure its not just internet lag?

might be just that your computer and the server are trying to load the other guys model instantly so that is cause some fps lag spikes

Have you tried updating drivers?

Does it lag like this if you die in Singleplayer?

Call the Lua garbage collector manually every milisecond or two. Might want to increase the interval by using a timer instead.

My connection is perfect, nothing wrong there. All of my drivers are up to date. It does not lag when I die in Singleplayer. I just finished Re-installing Windows 7 Pro 64Bit, did all of the updates, and installed HL2, CSS and GMod. I opened HL2, then CSS THEN GMod, just so everything was loaded before GMod and I still have the same issue.
