Server Downloading prevents Web pages from loading

I've noticed when I go to a server with downloads, it prevents web pages to load for me for a couple minutes. My internet is still working because the files are still downloading from the server, but if I try to browse the net while downloading, it gives me "Page cannot be displayed" while doing it, and a few minutes after finishing.
