Stop using your 10 year old graphics card.
Forget all the faggots above, update your drivers and it should be fixed.
Turn off HDR. It appears to be the issue since the buildings in the skybox seem to render fine.
Then again I could be wrong. Get a new card or update drivers.
Update drivers, check temperatures, upgrade cooling if needed, and reflow as a last resort.
