Yes, havent you seen pepoles on youtube some times have a different Q menu, not just the skin is chaget but everything, npc menu prop menu (when you hold the mouse on the prop its spinnning around).
That was the old Garry's Mod.

ive seen that aswell also spawn menus with like 60 things a row

thats the prob, i dont know what the name is, i have google things like new gmod spawn menu and old gmod spawn menu
You're probably talking about the GMod 9 spawn menu. I don't think there's a skin out there for GMod 10.
