People Own Npcs In Dark Rp

How can i stop people from owning npcs in dark rp? my server is a modified dark rp that i changed into a zombie rp. When people own them (by phy guning them) they can move the npcs and other players cant kill the npcs. I am new to lua and would appreciate any help
