Follow what it saids for the masterserver.vdf file. DO NOT MAKE IT READON ONLY
If your still getting it, reinstall HL2 then run it or whatever. (If you have CSS for gmod, Reinstall it and run it once)
Apparently this doesn't work for all people, this is one weird ass bug.

The bug was caused by a steam update. Valve screwed up on something.
The file was just blank for some people, or missing files.
I think theres another fix...
Just go to the file and select properties and select Read Only thats what i did

That won't work unless you're using pirated / cracked Steam - because the masterserver list will inevitably be empty because Steam cracks are dumb.
