I needed to re-download gmod so i had to remove it.
I pressed delete local content and I went into my steam folder>(username)> etc. and saw it was still there with alot of files inside it.
What do I have to do?

Why is it when you re-install gmod it starts automatically at 94%?
It starts at x % because it doesn't have to re-download the entire engine and content if it's already installed. If you had no other source games installed, it would need to re-download said content.
