You need to download prop protection and rights, and not use DarkRP.

Use LightRP instead. Or just set all the prices to something like 6354636.
Press F1 to see how to do that. The console commands are there.
Well there is a way to make sweps and sents and propspawning admin only in dark RP. Just take a look in the init file in the gamde mode folder of dark rp and thee you can find variables of things wich are alowed or not.
