I havent been on gmod in a while but when i came back to find all the RP servers to be filled with 12 year old admins and a bunch of whiney little kids screaming about stupid crap. lets face it, Role play sucks because of that. Enter Jasper and Naomi's Desert RP. We do not have Paid admin and because of this we have a guarantee that we will only have 21 and older admins. The server IP is 98.217.43.40:27015. we have great up times as well.
Interesting idea, but you should add some more information to this thread. Here are few things that you should add: Storyline, screenshots, gamemode information, community information.

When it comes to adminship, age does not make any difference at all. I speak from experience. I've had plenty of trial-admins who have turned out to be immature drama queens, but not all of them have been 12-13 years old, some of them were even 21+.
Skill & maturity is what you should be looking for, no matter the age.
Agreed, physical age doesn't measure how old are you mentally.

dude im 17 and im very mature for my age so really its more experience not age wise
