Concommand "bot" does not work

I'm trying to test my new admin menu, and testing the kick and ban function, but whenever I type "bot" it says

Failed to create bot

Any ideas?

And yes, I have tried it with sv_cheats

I think you cant create bots in singleplayer.
Try create multiplayer.

This, you need more then 1 slot if you want bots.

Yeah just create a multiplayer sandbox server, set a password on it or whatever to stop people joining.
