Try this:

Right click Garry's Mod on Steam

Choose Properties

In the window that appears, click Launch Options

In the text box that appears, type '-dxlevel 70'

Press OK to close all the boxes
Now try to run Garry's Mod.
I deleted the Garry's Mod folder and went with a fresh slate and it seems to be working again
And you wont be able to run away from a hardware and software upgrade in the coming times.
