• Question about the Workshop: How does it decide how popular certain submissions are?

I've been a bit puzzled lately. I submitted a swep in the workshop and unfortunately for me, it's been drowned out by things I would think wouldn't be front-page material, such as dupes and map saves, usually requiring other add-ons. I decided to check out one of those map saves and it only had about 300 subscribers. With that said, I'm curious to know how the workshop decides to put certain files that aren't as popular up in front page even though they have little to no effort put in. I know it probably sounds selfish of me to give such a reason, but now that I've looked around, I'm just honestly curious. If this is the wrong section to post this in, I apologize.
It's probably either based on views, likes/dislikes, or some combination of the two. Probably likes/dislikes though as most front page stuff is rated 4/5 stars or more.
