Whenever I set the option to not download custom content from the server, it also doesn't want to download the lua cache. Is there anything I can do to stop the from happening without having to download all of the server's content?

LUA cache is required. If it was able to be blocked then you wouldn't be able to play on the server you join properly. LUA cache is just gonna be compress texted file that is generally very small and fast to download. No need to worry about it taking to long to download, unless you're on dial-up.
I have no problem with downloading the cache, it just wont let me download it without downloading all of the other 300 files on servers.
Simple, you have a FastDL, the FastDL is missing 300 files.
Go fix it.
