Remove that lua file from the cache, So gmod rebuilds it?
Deleted all that and sv + cb.db, but no fix.
We'll reinstall the server and see if it works.
But if that does resolve it, that means someone has caused this. (I did notice some missing .dlls in the lua/includes/modules folder so hmm. (When I say someone, I Mean not someone with FTP access)
