Alright so I just downloaded some new addons and I start up and see this

It just flashes randomly.
video setting obviously
This tends to happen with a bad map download from a server (people dont know how to set up fastdl or upload a map properly) BUT it seems your on a default gmod map.
review your video settings in game and make sure your video drivers are up to date

It couldn't be his drivers since he got this error after downloading a mod. I suggest uninstalling mod and then you will see if its ok.
Apparently my textures were on very high.
