Due to extreme lonleyness caused by playing too much Mincraft single player and watching waaaaay too much hentai, I'm looking for a nice Gmod build server with friendly people and PHX3. And I'd really prefer if it wasn't one of those servers were you have to spend hours playing just to unlock tools.

Theres a good one when there isnt many people in it, The Admins dont really care what you build as long as it doesnt Kill, or Lag the server to death

If I ever dare play build (I hate it), I go on Ingenious Gaming. Not really sure if has the stuff you want, but the few times I've played the admins were cool and it was relaxed.
Another vote for Ingenious Gaming, those guys are pretty relaxed.

Its buid 99% of the time unless we get bored and decide as a server to go DM for a bit.
Anyway, you'll start with all the building tools you need. Its very laid back, as long as your not using drunk combine or something. Theres a few things that gernally dont go over well on my server: people using other peoples things, drunk combine, hoverballs, etc. The server is directed primarily at wire and advanced build. Otherwise, its very laid back, and you will have every tool you need. The only warning I have for you is that its realitively tight knit, we dont get a lot of new players.

I second this.
"competent admins" that build and smartweld 100+ prop jails, which coincidentally ends up crashing the server.
That's not quite the definition of competent.
I tried soliarce or whatever it's called, and that was nice. A bit too wire-focused for my tastes, though.
