To be honest it doesn't seem fun, way too restrictive. Please define "RDM" for your server also "If you're shot at you may not shoot back unless they hit you" is a ridiculous rule in my opinion, the whole object of the game is not getting killed and if someone has shite aim that shouldn't fall on the inno. Might want to consider having some more freedom for your population and put more trust in them and good faith. This will reduce the amount of constant watching your Admin staff will have to do and be less repulsing to new players who might not want such a restrictive environment to play in.
Way too long. Keep it simple; no one wants to read a paragraph of rules.
"You may not shoot randomly at all, this will be taken as T-baiting" - which would generally be KOSable right? Nope. "T-baiting is not a KOS either." ... Right.. "If you see someone trying to T-bait." IF YOU SEE SOMEONE TRYING TO T-BAIT WHAT?! And for the grand finale, taking into consideration the fact that RANDOM FIRING IS NOT ALLOWED.. "If you're shot at, you may not shoot back [unless you're hit]." The worst part is that the rules were actually fine up until this point. EDIT: I should point out I have fairly restrictive rules on my server and they seem to work fine. The reason they are there is so that nobody can question any situation that could arise.
In my experience, the more babysitting-rules that are on the server, the worse it is. Having these types of rules in some gamemodes may be unavoidable, but you shouldn't go out of your way to make more rules than necessary. Oh, and having a rule for something simple (such as "don't throw any grenades pre-round") instead of fixing it with Lua or changing a convar that is part of the gamemode (which it is, in this case) seems like the sign of a terrible server and a lazy owner.

Personally, I think most of the rules are fine but the way you're presenting them is dull and ugly. Like, there's not much spacing or anything to make them standout, since they're all the name font/colour/size, they just kinda merge together into one paragraph. The way my server has set it's rule page is like this: [b]1. Rule name in bold, basically the main part.[/b] Some brief information about the rule but 100% needed to be read as long as you took the time to look at the bold. A couple I don't agree with is not allowing Traitors to call out false KOS', since, while it can cause RDM, is an interesting and legit tactic for them to shift suspicion onto other people. I also don't personally agree with the not being able to shoot back unless you're hit, because if a player is shooting their gun randomly, it's kinda their fault and responsibility, since everyone has a different perspective and how is the person being shot near supposed to know if the player is being an asshole or just a bad shot?
