I don't know what's the cause, but what's going on? It's broken in TF2 itself too.

It might help if you describe the problem a little more, OP.
When I try to use the faceposer tool on a TF2 ragdoll, it does totally nothing. Changing sliders, randomizing expressions, it does totally nothing. It's still in the same pose, a.k.a blank.
its a known bug, But i sadly dont know a fix.
