Stuck in 'Scanning for Steam games updates' problem

A few days ago, I tryed to load up Counter-Strike. But rather than coming up with the 'Loading Counter-Strike' message, it came up with a message saying 'Scanning for Steam games updates', I assumed it was a normal update thing, so I left it for a while. And then a came back after an hour or so and it was still soing it! All my games are doing this. Can anyone help?
Here is what I have tryed:
Restarting my Computer
Restarting Steam
Restarting my Router
Deleting 'ClientRegistary.blob'

Restart Steam
Delete your Router
Restart 'ClientRegistary.blob'

I had this for a long time, I suppose the only way to really fix it is to reinstall steam :eng101:

Would that mean reinstalling all of my games?
