if i will replace the voice_speex.dll in the game bin is it will be safe i mean.. vac
Vac is just a blacklist of known stuff, so you should be fine as long it does nothing dodgy.

Either way, if you were to try to replace it it wouldn't do anything but break voice chat on your end, sv_voicecodec is a serverside variable so you're basically at a loss in terms of improving voice chat quality, sorry man.
You can tell the engine you are using a different codec though. It's sent in the svc_ServerInfo packet.

VAC is just a blacklist in gmod afaik.

VAC does detect modifications to the game bin or injections. But it doesn't ban you when the change is detected. It only logs it. You have to get at least couple hundred more people using the same bin, along with reports of them hacking. VAC then alerts a technician who judges the fate of the players that were 'caught' with those signatures.
You won't get VAC banned for replacing that dll, but I doubt it will work if you replace the current dll with a newer one (what it sounds like you're doing).
