I have those installed on my computer, I can spawn items from those games but I cannot spawn them within my gmod server, in console it says..
Mounting portal... FAILED for all of them in the server console
All I can suggest is to validate your game files for portal and gmod.

Is the server a dedicated server? LAN? Is it your server or someone else's?
Actually, you should provide that detail, but I don't know anything about servers, so I'm sorry if I can't help further.
Since these single player games cannot be installed using the hldsupdatetool, the files will have to manually uploaded onto the server. On our server, we simply uploaded the gcf, and extracted it into the right dirs.
There's probably a better way, but that could help you for now :)
