When I am in game talking on my microphone, after about 2-3 seconds the mic gets overwhelmed with intense bass/static. I do not know how to fix it and I can't talk to people this way because they just can't hear me.
I use a Dynex DX-28
(related to garrysmod as I only use my microphone on this game)
Are you sure it isn't feedback?
Is it a pair of headphones + mic or just the mic? I know it sounds noobish but if the mic is too sensitive and the headphones are too loud, then there will be that humm rising in intensity.

It is headphones and a microphone, so what you're saying is it is too sensitive to noise? I don't listen to sound through the headphones, I only use the microphone.
