And yes, I reinstalled, removed ClientRegistry.blob, restarted PC, I made everything, So I don't know what's the problem.
I'm not sure, but it looks like it doesn't have permission to make the file. Right click > Run as Administrator[B]*[/B] to give it permission. If that's not it, then I have no other ideas right now.

Well, it seems like it doesn't have permission to create the file, so I don't know what the problem is if you're running it as an admin.
Maybe try this:
Go to c:\program files\valve\hlserver and delete installrecord.blob
I've had other problems with my servers in the past, that were fixed by deleting that. All that file does is tell the server that there is a game installed, and it tells which ones are installed. By deleting it, it'll reinstall everything from scratch, so it shouldn't hurt anything you have already.
There are these files only: HldsUpdateTool.exe, ClientRegistry.blob, hldsupdatetool_readme.txt, INSTALL.txt, UNWISE.exe
Any else? Please, I'd really need to make a dedicated server...
