Just as of 2 days ago my friend has not been able to connect to any servers via the server browser or IP address. We have tried reinstalling Gmod with no luck. If anyone can enlighten us as to why this issue persists please do. Thanks.

I found out why, turn off your fire wall you are using and then turn on windows firewall.
