I'm getting the Engine Error: No Steamapps problem...

I legally own GMOD and I've never patched or cracked steam in any way. I hadn't played GMOd for well over a year and I was going to try it again today.
I read Garry's post on his blog and I tried the things he stated there. I have no Steam.cfg in my steam directory and if I check for steam client updates it tells me that my client is already up to date. Any help to be had?

Try restarting Steam?
