2 separate servers installed, one keeps restarting

I have 2 separate folders of srcds installed on a server of mine. srcds is the main one and srcds2 is the second one.

When I try and run the srcds2 garrysmod server, it says connection to the servers are successful but I get the error "Failed to load Steam ServiceServiceStart" and crashes or restarts repeatedly.

The ports are forwarded, server.cfg is correct.

The srcds2 garrysmod server has no addons and is just a bare installation.
