I got 5 servers running that machine with ~ 164 slots total.
Sometimes 6 servers with extra 20 ish slots on top, bringing it to about 180-190 slots total.

You would first have to install an operating system (windows costs extra for license)
Then you would have to download the servers over steamcmd.. but after that, sure.

You can google the differences between them.
You can always choose to install a distro of linux and run those for free.
