What is up with these awful particles?

At first it doesn't seem so bad, but now look at this shit:

The thick-ass smoke emanates from NPCs too? This particle effect is associated with CSS Realistic Weapons and Kermite's weapons; for now that's all the SWEP packs I know that has the effect. Does anyone know from what base this is coming from or how I can just plain get rid of it?
