Dont you just H-A-T-E when youre a gangster in an RP server and want to use RT cameras to protect your base, but then some idiot uses RT cameras too and can see whats in your base. Thats why we need local RT cameras.
They are just like the current, but only you can use them. Only your props can show what they see.

RT cameras are easier to see and they can be shown on TV screens. Normal cameras make you see only what the camera can see.
Picture that 32 people are simultaneously connected to a server. Each and every one of these has a local rt camera and a screen spawned. This means that the client needs to have 32 active camera instances active, all running parallel, all with their own frame buffer. Assume that one buffer is 256x256. How large does the buffer get in total? Approx 1448x1448. That's bigger than a lot of people's screens, all having to be rendered at the same time. So what does that mean? Twice the amount of rendering load. And not everyone's computers can handle that.

That would look kinda bad... Like "oh hey, a screen! But no, it's a local cam so it's all black and I can't see shit on it." That'd be fun... Not.
But sure, if you do it that way it's fully do-able. Now that I think of it, I seem to recall that that the gpu chip combines some dll/lua magic to create a frame buffer which the emulated assembly module writes to. meaning that it could even be accomplished through some really advanced lua.

Well, RT cameras use a global render target material. If you were to make a LOCAL render target, you'd have to make every single player refresh every single of their RTs, and soon you'd have to create them on the fly.
So, it could be possible to make, but it's not a really big possibility.
