Okay,
So we're on our 2nd dedicated server we've tried, 2 different hosts (1st host we switched due to them not helping us with jack shit on shit we needed done)...
We have fast download enabled, all set up in our server.cfg files uploaded on the fastl dl ect ect...it literally SKIPS fastdownload and ONLY downloads cache from the server.. we've tried so many configs, disabling firewalls - asking our host and they said everything is allowed on their end...

It's already set up, i've done it before it just doesn't want to work after the big update garry did a few weeks back...

How to test to see if it is the game or the server:
Visit <fastdlurl>/somefileyouhave in any browser. If you download the file, the game is configured incorrectly. If the file fails to download that way, the server's configuration is not allowing it.
I was having issues with IIS earlier because of it enforcing a url filtering policy and once I managed to remove it, I was able to get it to serve my files without a problem.
Well when I click a file in my fast download...
I clicked a random .vmt and it doesn't download it opens text and says
"VertexLitGeneric
{
"$basetexture" "models\weapons\v_models\Toy_Hammer_kannoe\ToyHammerUV"
}"
its like this - fastdllink/fastdownload/materials/ToyHammerUV.vmt - I uninstalled IIS as a service on our machine, nor did we have it on our other machine that did this. Do I need to upload files in binary or some shit? or even bzip them?

Just an fyi, even with fastdl disabled, it skips downloading any files other than cache.

Anyway, if this helps here are server specs / dl shit. Also, fastdl is NOT hosted on the server - it's on a shared host.

He never did shit to me, or voltagegaming. Anyway, feel free to post on the topic...
Also, we tested it while / not running the gamemode just in case the gamemode was stopping the download.
Stop fucking posting unless you can help. This isn't for an argument on voltagegaming or whatever fucking communities out there, just need help with my stuff if anyone can.
Also, anyone that can lead to the direct fix to this can make some money - add me to steam (original post for info) to let me know.
