Any NPC spawned in the world has low framerate, jittery animations, as if its missing every other frame. I have the portal 2 cores SENTs too, and they do the same thing. Any tips on how to fix it without having to reinstall?

Is it since a particular patch, or an addon? If so, try disabling some addons, see if the problem is fixed. To make sure it isn't a problem with your computer in general, you can simply rename your garrysmod folder temporarily, launch the game, and see if the animations are still stuttering. If they are, you've got some bigger fish to fry. If not, you have to troubleshoot with addon (or conflicting addons) is (are) causing the problem.
