I guess it's some kind of early Portal 2 gel prototype, which was replaced by a Orange Box particle effect as far as I know in Portal 2.
If is probably possible to remake this in GMod, but that wouldn't be easy at all.

I doubt it's possible to transfer the files over considering gmod runs on a newer version of source. Has anyone tried porting npcs before?
When i started to port some C++ code into lua from sdk 2013, i found this too, then i started to try to port it...But...Lot of functions were missing and i couldn't replicate it...This npc was too big to try to create...But would be awesome to do something like this
If you could send me the file name of the npc or file of the npc i know someone who is making unseen npcs
