i am trying to be owner on gmod because i cannot do anything on the evolve admin mod.

Next time, go to help and support bro. As for your question (since I'm not that much of a dick not to answer), you should tell the owner to set you to owner by using the following commands.
rcon_password <rconpassword>
rcon ev rank "<yourname>" "owner"
That's assuming you don't have the rcon password. If you do, just use the above. If you don't, ask the owner.
