what is the most basic prop protection for dedicated servers?

all i want is basic, simple, straight forward prop protection for my server. no blacklists or anti spam or any crap like that.
just the basic prop protection so that only the person who owns the prop can move or modify it.
i tried FPP but it got really annoying how the settings wouldnt save and the blacklist and ghosting kept resetting.

anyone know any simple ones?
