Couple questions. What gamemode? How are you more enticing to new potential players than the top 20/30 when i filter the servers with most players? How are you any different than the servers with little to no players when i filter by servers with no players? If someone happens to join your server, what will convince them to return and stay? Or are you just interested in getting a constant flow of players and not having return players as much as just getting the flow of people What are you or your server known for? Do people know about that? Why not? How often do you play on it? Do friends join you as well? Do friends play on it and want to stay playing on it?

Yeah just get like 5 or 10 friends to go on and people will see that it's populated. People are more likely to join a server with 10 people than 1.
When you first open a server, things can start off slow. Give it time for new players to find, invite some ppls, etc. It can also depend on what type of server it is or what content it has or doesn't have. For example, lets say you have a build server and you want to attract builders. You want to have addons like make spherical, sprops, and all that stuff. This determines whether or not builders want to stay on your server. and have a good staff.
Make sure you don't have 9 weapon packs and a ridiculous amount of downloads.
It all depends on the gamemode, for example sandbox will get you a lot of players I used to own a sandbox server that had 10+ players on average.
I do have my own coder and I have a few things from scriptfodder
Okay so we know that is a lie. Because A. having a server that is as small as 15 slots means you don't have money to even buy script fodder items. and B. You either have your own code, or you buy script fodder code, or you use partial code. But you obviously don't know how to do it seeing as you filled in exactly 0 info about your server.
If you're not getting enough players you're doing something wrong.

I'd say it's pretty hard for new communities these days, at least from my experiance... Like Niandra said it's allot of luck, people don't care much for how unique your server is, nor do they notice how much effort goes into it... I'd say a must have is a good and active staff staff team, but if you don't have any people playing then that's a bit of an issue :V. Try and populate your server just before peak times, around 4-6 pm or pretty early in the morning. If you can persaude a few people to return/favourite your server they'll likely come back with friends!
afk on it and get all of your friends that are not playing games to afk on it
afk on it and get all of your friends that are not playing games to afk on it
pretty much this nobody joins empty servers. just having even one person idle on it will increase the chances of people joining drastically

It's empty 24/7 but when I join, random players starts joining, and have an average about 8 players or so. Also it will get a higher rank on trackers like Gametracker, if there are players, empty servers just get lower and lower ranks.
