Hey guys, I'm planning on starting a DarkRP server for Garry's Mod based on the threads I've read on the website. I'd like some constructive criticism on this subject.

General Rules:
1. Regarding RDM (Random Deathmatch) Do not kill someone without a valid RP reason. We are going to be lenient with this because there are many different possible reasons someone can decide to take a life. But please... Do not run around on the streets killing random people with no RP value.
If you want to be a serial killer at least kidnap someone and preform some kind of messed up ritual on them. Also if someone decided to raid you but let you live, feel free to return the favor and gun them down on the street, that's just the risk you take with other thugs. The Police Officers should really be the ones preventing deaths of innocent players, not the player moderators. You'd only need a player moderator if the Police Officers can't solve the problem.
2. Regarding FailRP (Not Roleplaying Correctly) FailRP pretty much is non-existant. The only instance where it would be applied is if you are abusing your job's resources to complete actions that would not be considered in character, such as raiding as a gun dealer. We're alright with creative roleplay so we don't want to limit people's RP experience... again just don't be that guy who abuses jobs to be a dick. Be reasonable and fair and we'll reward you. Some 'FailRP' guidelines are added to the job description near the bottom of this page.
3. Regarding NLR (New Life Rule) This is pretty standard. If you die in an RP situation, please do not rejoin it. Ex. You die during a raid, please don't come back to the raid site unless it's over.
4. Regarding Raids (Burglary/ Home Invasion) We're not going to make you advert a raid or advert anything in general. Sometimes surprising your opponent can be crucial. Who really wants to know you're raiding some poor loser all the way across the map? If you want to know if your castle is under attack plop down some cameras and be vigilant. DarkRP is a cut-throat game and we shouldn't restrict the competition. If you're made because you didn't see someone coming it's all on you. If you see a raid going down, but it's not your property, feel free to be a good citizen and kill the raiders or help them or just leave it alone, it's all your choice. Lastly, we encourage players to avoid killing eachother unless in self defense during a raid... but hey you have to do what you have to do sometimes.
5. Regarding Metagame (Using Out Of Character information to gain an advantage In Character) Basically just don't use OOC chat or Admin Chat to gain advantages. This is a little more lined out in the Job Guidelines.
6. Regarding FearRP (Roleplay based on fear) We'd like all players to at least act a little worried when threatened, but you have no rule that binds you to comply with the criminal... but we really encourage it. Don't call of a player moderator because your victim broke your immersion by shooting you dead and you're some big baby voiced man with big scars and muscles with a peashooter and no-one should mess with you. It's a debated rule that is can be really pointless to enforce, like the popular shoot-to-miss server rule... but it's not a pointless concept.
Building/Prop Guidelines:
No one-way props.
Don't prop push/prop spam/prop climb/prop block/prop surf. Sorry guys, but it's standard.
Do make fading doors that lead to real doors. Creating a maze of fading doors is an example of someone being 'That Guy.'
Do build a bunker if you so desire, grenades and explosives can totally be used to raid you so be careful.
Use colors/materials that make the prop's details visible. Please don't use those colors/materials that make props (not limited to) rendered completely black, are invisible, or strobing.
No no-colided props.
No killboxes, all of the rooms built need to have ample space for two people that can stand, not forcing them to crouch. Do not make the raiders blind, expose a small part of their bodies, i.e. feet. May not make the player crouch, may not give an unfair advantage to the home owner. This is up the the Player Moderator's input if there's a problem.
Building outside is okay if you're not a hobo but it's strongly encouraged for this to be more of a hobo thing. You have access to property which is something hobos can't own, at least give them that right.
OPTIONAL: Perhaps make your defences look like they are part of the map and not sticking out like a sore thumb. If you can't, we understand but it would give you some brownie points with the community.
Minor Job Restrictions:
Citizen - You're here in this new city to figure your life out to see who you want to be. So far you have a cozy job not listed in the official job list but maybe you want to be more... like a thief or a police officer... or you could stay a citizen and attempt to beat out the competition with jobs that aren't listed in the job list. You can raid or commit to criminal actions as a citizen if you so wish but we'd prefer you to switch to a criminal based class because we worked hard on those :)
Police Officer | SWAT | National Guard | Mayor (1/2) | Police Chief - Standard, you're here to protect the city. Follow the orders of the Police Chief and the Mayor.You normally have more rules to follow. Your job is to be useful in stopping all crime and be the biggest pain to criminal organizations. Player Moderators will have little involvement in arrests unless the arrests are indeed against your codes you follow as a Government Official. Listed below are your codes, the reason why you have to follow them is because you are given a lot of weapons and a lot of power, and that power needs to be checked.
You cannot:
Raid without a valid warrant (Valid warrant consists of undeniable proof of illegal actions that has been witnessed firsthand by an officer). Printer Metagame: The noise a printer emits is not a reason to issue a warrant on a property but use this as a reason to stalk the residents inside like a G-Man. You HAVE to see the printers first hand or through an informant's screenshot. The residents do not have to let you on the property without a warrant.
Use your job to imprison someone randomly otherwise known a random arrest. If they ask for a reason please provide it in OOC to clear up confusion.
Weapon check someone without a valid reason.
Use these jobs to handicap the government power such as killing the Mayor or friendly firing on other officers during a raid.
Use people with Lockpicks or Keypad crackers to enter homes without a warrant. This is more explained down below.
You can totally:
Use whatever shady resources you can to gain an advantage over crime, as long as it doesn't break one of the few basic codes listed.
Commit to petty criminal actions such as taking bribes or hiring criminals to rat out other thugs with hard evidence (Like screenshots taken from the camera tool). Be warned you may get demoted by the Mayor/Chief for this, they are only allowed to do so for these petty actions.
Be a clean cop and follow everything by the book. This is all your choice.
Enforce the Mayor's Laws and Communicate frequently with other Officials.
Criminal Factions - This includes all jobs that require you to break the first 3 default laws by the law board for profit. You're criminals, you can commit criminal actions to become ahead of all of the other players in DarkRP. Please follow your faction leader's orders when told as you're generally accepted to do. Feel free to do whatever it takes to run the competition into the ground such as working with the police to get other factions arrested. You are also allowed to kidnap or mug... really do it if you want... whatever it takes. Keep in mind people don't have to comply with your kidnapping or mugging, give them a reason to comply if they won't comply any other way. Hey man, i really like the tone that you have here. I'd hate to nitpick but personally i think that this list should be redone and condensed down to more simpler version and more easier to read for the user. You'd probably understand that a person whos checking out the rules doesn't want to read a essay paper long rule list. Try to make them more simply and concise but still communicate what you want
Pretty sure 90% of the people who join the server aren't gonna read a huge wall of text for rules

TBH its one of the best rule sets I've seen and covers most of the problems with pretty much all common rules but is still too long for most people to bother reading. Hard to avoid though since if you make them any shorter people are just gonna be like "hurr not cuvered in de rulz cant ban for it". You could try condensing it down to a base set of rules and have a separate sections that goes into more detail as a lot of it seems to be less rules and more guidelines for play but the information is still important since there are a lot of things allowed that most drp servers don't.

Why enforce no raiding for printer sound as a type of metagame (its not since all the information is available in character) especially when you then go on to say its not meta information right afterwards. If you don't want people using the sounds then remove them.

RDM is a null-rule. You cannot have RP with it. Every is and isn't random. My definition of random is different from yours, and likewise yours will be different from mine. Admins enforce on these rules, and in my experience, never enforce RDM unless something directly effects them.

If it is non-existent why enforce it? If you really wanted to argue against people using resources for their own gain, someone could turn around and argue they are doing it for-hire/mercenary reasoning. Almost 90% of the time I play gundealer, I setup a guerilla gunsmithing operation in their base, and RP making every firearm by hand. Under your reasoning, I'd be FailRP'ing for RP'ing. This rule also is entirely based on definition defined by authority. In other words, an admin who is on the losing end could enforce FailRP as a means to get on the winning end.

Squad Bravo becomes Squad Charlie. Commander at base orders Squad Charlie to aid the futile raid of Squad Bravo. NLR is null.

Everyone uses Skype, everyone uses Teamspeak, everyone uses Ventrillo, everyone uses Mumble.
It's theoretically, if not physically impossible to enforce this rule. OOC chat can be blocked, but almost everyone communicates via third party communication.

For intance, mugging people for $1,000,000 to farm kills when they don't pay up is an example of being "That Guy." Another example that is widely overlooked is a player calling a player moderator everytime something doesn't go their way. You are giving your players a lot of freedom which is amazing but can also backfire. Give it a shot and update the rules as you go along. Players will have to deal with the ruleset being edited if your server is new as it becomes more volatile to edit once you've established a decent playerbase.

7. Microphone Spam (Annoying Players with your Microphone) Don't use your microphone to intentionally bother players.
8. Roleplay When you're on this server, be considerate of others and contribute in a positive way to the city life.

1: Do not attack other citizens expept in self-defence.
2: Do not steal or break in to peoples homes.
3: Money printers/drugs are illegal.

Doctors - Fairly simple, take care of many citizens. Avoid firsthand criminal behavior.
Gun Dealers | Black Market Dealers - Don't raid or run your operation without a physical store or booth. Scamming is a bit iffy, but if you think it helps you go for it. We ask you to be involved with the world and see what other players will put you through. Avoid firsthand criminal behavior.
Mayor (Part 2/2) - You are elected into office by people who place their trust in you. We're not going to give you a laundry list of laws other than abide by the three default laws presented to you when you place a law board. Reign however you want, but remember you can be murdered just like everyone else. Your laws also cannot contradict the server rues.
Hobo - Please don't own property as a hobo because you are indeed homeless. You can do whatever it takes to get money, such as mugging or begging.
