I finished deving my server. I want to run a 32 man ttt with a bunch of addons and 66 tick
Budget is around 15 a month.

Chances are you won't get a better performance, for that budget. Hosts usually try to cramp as many servers they can down on one node.
Try send a support ticket and ask if they can promise your target performance and if you're allowed to demo a server for a day server.
You can only get a 'no'.

Regarding the dedicated core, this is usually done depending on your server usage. Servers that use more than 20% of a core are shifted onto their own core until the usage goes down, if you server is a high population and uses more, it will be permanently on a core of it's own. Generally you don't need to contact us for this as it's done automatically.
I think I should go with this host then. In another email they say the dedi core is grandfatherd after constant use when they do start charging for dedicated resources
You really can get a VPS for $15 that runs with better quality than a server for the same amount if you know where to look. I'd only go with this option if you have previous linux knowledge as it can be kind of off-putting at first.

Do you get paid for these referrals you're posting everywhere?
If you want to go managed I'd go with hosthavoc. Questionably cheap but provides great performance. You should keep in mind that I also purchased high CPU priority so I'm not sure what it's like without it.

It's not easy adding more when you get sold out every 48 hours. I just opened up two more. They should be gone within 12 hours.
