Is that server laggs or maybe some scripts or addong give laggs?
Just when online on server 20-24 everything is fine, when 25-30 strong lags

CPU - 2 Core 3.3 GHz
MEM - 4 GB
HDD - 50 GB
Have you tried removing addons and narrowing down which one(s) are causing the spikes?
113 Addons. I can't remove addons and test on 30 people, because all addons need to play.
Then I'm afraid you're just going to have to live with the lag. If you're not willing to narrow your selection down or setup a dev server to test, then there's not much you can do.

Well, it totally depends on what addons those are exactly, but if it's the kind of addons I'm thinking about then it's probably another cancer server that's ran by somebody who has no clue what they're doing.
