You said that you have developed plenty of DarkRP servers, then you definitely have enough knowledge for this. Also you will need to know about Web and databases to work with this of you want to do it out of the game or multiple servers.

Start looking into the paypal IPN and built a web interface that communicates with a addon in gmod/database.
