Pretty sure it's sold by Penguin of Superiorservers, It's his old admin system he doesn't use anymore, It's sold mainly to top community owners if I'm correct, someone can correct me if I'm wrong.
I think he sells it to anyone who is willing to pay for it. I don't think that it is only for top communities.

ulx has enough modules made already to satisfy everyone but some people just really like custom so let'em have it.
I mean, there are plenty of admin mods that almost nobody uses, Meastro for example. And from the video I've seen about it, this mod looks really ugly
dont know how it looks by now but still, I dont see a practical use to buy this mod, just because some top servers uses it.
It doesn't have a UI so I'm not sure how it could be ugly in videos

and there are videos showcasing d3a, although now that you say it, it guess those are fakes perhaps?

Got links? Because being the guy that coded most of it I can tell you it definitely doesn't have a UI. I'm on the side of chat/console commands being quicker than clicking through menus. Something like 17 people have purchased it however, so it's entirely possible that if you've seen a video by one of those server owners they may have implemented some sort of menu system for it.
It's also straight to business in terms of code and how it behaves so that's probably where some of its demand comes from. Even if the code could be leagues better because it's several years old and my Lua was quite a bit more primitive then compared to now lol.
I still believe that there is no reason for anyone to buy some script like this, the average user is accustomed to an Interface and if your script doesnt even have that then there must be something else that gives it so much attention. From personal experience with server owners who wanted custom edits or script from gmodstore, they all just talk about it and how they would want it so badly.

Anyway not everyone wants to make their own admin mod, nor does everyone want to use ULX/Evolve/Moderator (although I highly recommend Moderator by Chessnut - GitHub).
And some people just like the premium feeling that paying for something like this will give them.

I'm a bit late, but because people wanted a reason I'll tell you why I use D3A - and a lot of larger servers do; performance.
ULX uses files to store data, and the game thread locks while it's writing data. So when you ban someone on a server with thousands of bans, this can take a good second or two. Same with changing ranks, settings, etc.
D3A is also very logically designed. It's insanely flexible and easy to work with, while being simple enough that you don't need to worry about some random exploit or something being found. I've also modified my version pretty extensively to fit my needs perfectly and do nothing more than that, reducing the "bulk ware".
I don't think D3A is something you should use if you think it's "cool", it's something you should use because it's actually a better solution for you. For most people - ULX is a better solution as they can't code, and already know their way around it.
Hope this explains why some people use it
I just want it for my server because i don't think its cool i think its a good solution for me and that on some servers i'm admin on and have d3a I've been able to cope with and the commands, and on ulx i sometimes forget the bloody commands and try and remember.

Idk if you know that superior server files got leaked I saw the files on one website and their it had bADMIN addon
