The Combine Elite Weapons and Tactics division also know as "Fearbine" was first introduced as a small division of Elite soldiers that were designed to inflict fear on any Citizens that want to possibly join up with the Resistance. They're commanded by Advisors and are always first in and last out before you even realize they were there. If the Advisors want you out of the picture then you better watch your back, and try to hide, its only a matter of time before the fearbine get you...

I dont believe these are new
The npc isn't new at all, there's one that's been up for more than 4 years under the name 'Fearbine.zip'
The player model isn't even new either, there's one that's been out for 2 to 3 years too
