I'm just going to summarise here:
1) It seems like you have just thrown a bunch of ideas at us without any evidence that they have been done or any speculation on how they will be done.
2) Again, there is no evidence of any work being done.
3) Perhaps the most crucial point; You are trying to mix serious roleplay with darkRP / gangwars rp. This doesn't work. You have to decide one or the other and by the looks of it, you want Gangwars GTA RP shtuffs.
4) Likelyhood of you porting this to an engine = 0% I don't want to burst your bubble but for it to be on its own engine you would have to create a game which I'm just going to have a hunch and say you don't know any C++ or C#.
Secondly, you'd need to pay a lot of money for server hosting as a new engine is not the same as Garry's Mod and can be costly.
5) Just a final point here. Your screenshot could easily be a picture pasted onto an actual screenshot (plus theres no close button coded in if it is actual gui). and never put "And much, much more like server wars!" in your OP. It can in no way be next generation if it is copying old stuff.

RDM is easily fixable. I did it in my gamemode. Takes about 300-600 lines of code if you want to pick out every possible scenario RDM might occur.

Hm, I have a question about the permanent apartments, what if a map only has X amount of apartments and there are X+1 players over time? They wouldn't be able to purchase a home for themselves... (Unless you may fix this incident over time)

I always wanted to extend darkrp with [B]additional Missions/Quest to do in game[/B]) Please let me know you are interested in allowing me to custom tailor the map with the game mode.
Examples would be:
Racing system to place bets or pink slip
rank certain xp to go for a bank heist with friends
Certain map Unlockable location depending character job development etc.
but we can discuss this further in private not to spoil the fun, let me know if you are interested.

EDIT: Just another question here, what's your funding / budget like as any standalone roleplay (simulation) game would cost a lot to build and run.
