To edit downloads, open the console and type "[B]wcontent_admin[/B]" (if you want to delete addon from the list, just double click on the line and press "Remove") Also you don't need to restart server after you make changes, everything updates instantly. You shouldn't add >5mb (:v:) addons because client might crash. It resets on map changes and server restarts for me. Also, if you add an invalid ID you will get an error. When I restart the server, the data file is still there with all the addon id's in it but doesn't download them or show them when I use wcontent or wcontent_admin. Adding a new one will overwrite the file and remove all of the other ones.
Fixed saving issue.

Out of interest, why does it crash with over 200mb?
steamworks.Download function is unstable, gmod can end up "not responding" and then close without any error messages.
Some of my players end up crashing when downloading an addon through this? In total it only has about 80mb worth of content. Any advice?

You are truly better off just making your users download content through the loading screen until the function becomes a little bit more stable. I at one time did use an in-game downloader with 60mb and still had some users crash
