Whenever we play TTT on my server spectators and dead people can't fly though walls, Me and my admins do not have this problem so I'm guessing it's a permissions issue (I use ULX). Any help?

Delete ULX/Ulib (By saving the folder by making a copy) And see if it is that. If so, reinstall a new version.
